Example 13 - PHP example to read the smart contract from example 9.

In this Example we built a portable library called theta.php to interact with the ETH RPC. We are going to use it to read the contract from example 9 and get the three fee variables, an account number's expiriation timestamp and the balance of Tfuel that is in the contract.

Get the Contract's Monthly Fee (returned in Wei).
